Refreezing food is sometimes possible, but it's never a good idea. Even though it may be safe to eat, flavor and texture generally suffer. Still, after a power outage or similar situation, you probably don't want to throw out everything in the freezer. Examine each package. If there are still ice crystals present, the food can probably be refrozen without problems. Meats that have thawed must be cooked before you refreeze them. Don't take chances, since bacteria can multiply quickly in thawed foods. If you detect any off-flavors or odors, be on the safe side and throw it out.
