BUFFALO, N.Y. (AP) - A councilman in Buffalo is expected to introduce a resolution meant to halt construction of a Seneca Indian Nation casino in the city.

The Buffalo Common Council's community development committee is set to discuss Councilman Michael LoCurto's resolution Tuesday. It seeks to rescind the city's contract with the Senecas, saying the casino won't employ as many people or attract as many tourists as first thought.

The Senecas currently operate a small temporary casino at the site while construction of a permanent facility is under way. The Senecas initially planned a sprawling casino-hotel complex but have scaled back plans because of the economy.

Seneca President Robert Odawi Porter says the 9.5 acres of land where the Buffalo Creek casino is located is sovereign territory and not in the city's control.
