Albany, N.Y. - State leaders are expected to announce a budget deal today--ahead of schedule for the third year in a row.

Governor Cuomo and legislative leaders met Sunday behind closed doors.

It is unclear exactly what the budget contains, but insiders say it could include a polarizing proposal to raise the minimum wage from $7.25 an hour to as much as $9 an hour.

Another point of contention: extending a temporary income tax increase for the second time.

The budget is due April first.

State leaders have not passed three consecutive on-time budgets since the early 1980s.
