Report: 60% of NY Cigarettes Smuggled In

Rochester, N.Y. - More than half of the cigarettes sold in New York State are off the black market.

A new report from the Tax Foundation, a Washington D.C.-based think tank, says that 60.9-percent of cigarettes sold in the state are smuggled in. 

That's more than any other state in the country, and cheats the state out of more than $1 billion in tax revenue.

At $4.35 per pack, New York has the highest cigarette tax in the nation.  It's even higher in New York City, where an additional $1.50 tax is charged.
